govDelivery uses a flexible permissions model that includes six standard roles. Each role serves a unique purpose and provides administrators with access to specific areas of the platform.

Common Administrator Roles
Account Administrator
Account Administrators have the highest level of access and manage your govDelivery instance. This role is typically assigned to the Web Administrator or Project Manager who implemented govDelivery. Account Administrators manage user access, create topics, and assign administrators to those topics. They may also provide first-line support to other administrators by assisting with business-related questions, permissions, and subscription templates.

Group Administrators manage topics or categories within your govDelivery account. This role is typically assigned to users responsible for coordinating content across related areas. Group Administrators can create and edit assigned topics, and add or assign Topic Administrators. They guide your organization’s communications strategy by managing content oversight and determining who can publish it, without handling technical account settings.

Topic Administrators manage the maintenance of one or more topics in your govDelivery account. This role is typically assigned to users responsible for creating and sending communications. They write and send bulletins to subscribers, and review and distribute automated Page Watch messages.

Other Administrator Roles
There are three minor custom roles that you may encounter. You can find more information about these roles listed below.
Report Viewers can run Reports in govDelivery but do not have permission to perform any maintenance tasks.
Web Services Account Administrator
The Web Services Account Administrators can perform tasks in govDelivery via API.
Web Services Topic Administrator
Web Services Topic Administrators can send bulletins and perform other maintenance tasks for a single topic via API.
