For council members who need to access legislative information on the go, iLegislate is a tablet-based application that provides access to agendas, attached documents, citizen feedback, and videos of meetings. In addition, iLegislate can be integrated with the Granicus VoteCast System, allowing council members to use their own devices when requesting to speak, making or seconding motions, and voting on agenda items during meetings. iLegislate is extremely easy to use, integrates into the agenda management process, and can be installed within minutes on your iPad from Apple’s App Store, or on a Windows Surface or Desktop PC from https://granicus.com/ilegislate-download/.

Prerequisites

iLegislate runs on the Apple iPad with iOS 9 installed. It can be downloaded and installed free from Apple’s App Store. iLegislate is also available for PC (Windows and OSX) at ilegislate.com.

Usage of the application requires Granicus clients to be on the Open Platform Suite as well as either the Government Transparency or Legislative Management Suite. Use of the Voting System requires the Meeting Efficiency suite. A MediaManager site and user accounts are required for each user of the application.

Tablet Requirements

Installation and Use

  • Download free from Apple App Store (iPads), or on PC from http://granicus.com/ilegislate-download/ (Windows Surface devices; desktop application for Windows or OSX)
  • Granicus Open Platform Suite, plus either:
    • Government Transparency
    • Meeting Efficiency (for Voting Functionality)
    • Legislative Management
  • Legistar-only clients may add Open Platform at no charge
  • MediaManager Site
  • MediaManager User Account for each user:
    • ​​All iLegislate users must have Read-only access to Events
    • iLegislate Voting users must also have Read-only access to Cameras

Network Requirements

The iLegislate application requires an internet connection for agenda download, notes synchronization, and playback of archive videos. 3G, and 4G connections will work, but download performance will be much better over Wi-Fi. Very large agendas and attachments can take a substantial amount of time over 3G. 

Agenda download and sync requires internet access over port 80 and port 443. Video playback requires internet access over TCP port 1935. Voting and requesting to speak require access over port 2012 to the Granicus Encoder.

iLegislate traffic is entirely: Outbound TCP Port 80, 443, 1935, and 2012 (only if the Voting System is enabled).

PDF Requirements

To use the full range of iLegislate’s annotations functionality in attachments, your files need to be either native (ex: converted Word document) or OCR (Optical Character Recognition) PDFs. You can use some of the annotation tools on scanned image PDFs, but you will not be able to use functions that apply to specific characters, such as highlighting and underlining.

VoteCast Integration  

iLegislate can be integrated with the Granicus VoteCast System to allow council members to use their own devices when requesting to speak, making or seconding motions, and voting on agenda items during meetings. Voting and requesting to speak require access over port 2012 to the Granicus Encoder.

Important: For voting, please set up or use only one access point with a unique name. Multiple access points with the same name could cause a wireless user to transition to a new access point and may degrade the user experience.
