The Subscription Approvals feature allows you to moderate and approve all new subscribers to a topic. There are two methods for adding subscribers to a topic that requires Subscription Approvals: you can manually upload new subscribers (these subscribers do not require an approval) or you can log into govDelivery to approve pending subscription requests. These subscribers will need to be approved before they have an active subscription to the topic. Subscribers that are not approved or are pending will not receive bulletins sent from the topic.

Subscription Approval Topics with Questions Enabled
If a topic has a Question assigned specifically to that topic (and no other topics) and it has Subscription Approval set to Yes, then those questions will not be asked during the subscriber sign-up process, since the subscriber does not yet belong to the topic. Subscribers are only considered part of a topic once their subscription has been approved. Because of this, subscribers to topics that require subscription approvals will bypass any topics specific questions on that topic.
This is important to consider when enabling subscription approvals for topics, as questions created for that topic will not draw information from subscribers to that specific topic.
